Key facts

  • Six SEALER reactors planned; combined 330 MW, enough for about 300,000 households
  • Site plan sets what may be built, where, and how much land is needed
  • Plan includes an environmental impact assessment, addressing local questions early
  • Norrsundet is the first commercial application under the new process, per Blykalla
  • Government decision next, then detailed safety and environmental reviews

Blykalla said on October 15 that the County Administrative Board of Gävleborg had presented a proposed site plan for its Norrsundet reactor park, following the company's application to the Swedish government on May 18, 2026.

The park is planned as six SEALER reactors with a combined capacity of 330 MW, which Blykalla said would cover the yearly electricity use of around 300,000 households.

Sweden's new approval process for nuclear facilities came into force on June 17, 2026. It lets the government take the political decision on a site before licensing begins; under the earlier process, the government and the host municipality took their positions after a long environmental review. Norrsundet was the first commercial application for an advanced reactor park under the new process and the first project to reach this stage, according to Blykalla.

The site plan, drawn up by the County Administrative Board on behalf of the government, sets out what may be built, where it may be located and how much land it needs. It includes an environmental impact assessment. The board will hand its proposal to the government, developed in dialogue with Gävle Municipality. After a government decision, the project can move to detailed safety and environmental reviews, Blykalla said.
