PEJ seeks permit for early works at 3,750 MWe Polish nuclear plant
Filing covers deep-trench excavation and wall stabilization; PEJ plans to apply for the main construction permit in 2027.

Key facts
- Three AP1000 reactors from Westinghouse; installed capacity 3,750 MWe
- Cooling-water pipelines ruled not safety-related by PAA, allowing early construction
- Intake and discharge channels to be laid beneath Baltic beach and seabed by trenchless method
- Early Works mechanism created by act of July 3, 2026 amending nuclear investment rules
- Bechtel running onshore and offshore geological surveys at Lubiatowo-Kopalino site
Polskie Elektrownie Jądrowe applied on October 30 to the Head of the Pomorskie Voivodeship for a construction permit covering Early Works, the preparatory phase for construction of Poland's first nuclear power plant.
The Early Works cover preparation of the site and the infrastructure needed for construction, including the onshore part of the plant's cooling channels. Under current regulations they can be carried out without a separate license from the President of the National Atomic Energy Agency (PAA).
The scope includes earthworks for the site where three AP1000 reactors will be built: excavation of deep trenches, stabilization of their walls and measures to protect the trenches from groundwater inflow. It also covers a retention basin to collect rainwater and meltwater, internal roads and launch pits for a tunnel boring machine.
The onshore part of the Circulating Water System — pipelines for the intake and discharge of water used to cool the plant — is in the scope. The PAA President had previously classified the system as not safety-related, so it can be built as part of Early Works, before the licenses required for the plant's main facilities. The intake and discharge channels are to be installed beneath the beach and the seabed of the Baltic Sea using a trenchless method.
The Early Works mechanism was introduced by an act of July 3, 2026 amending the act on the preparation and execution of investment projects in nuclear facilities and associated investment projects.
The plant is planned for the Choczewo commune in Pomerania, with 3,750 MWe of installed capacity from three AP1000 reactors supplied by Westinghouse. The second phase of preparatory works is underway at the Lubiatowo-Kopalino site, and Bechtel is conducting onshore and offshore geological surveys. PEJ said it is preparing to submit an application for a construction permit in 2027.
